Summary for buyers
A responsible washroom odour-control specification defines the room problem, required treatment mechanism, evidence, service, fragrance route, safety information and acceptance process. It also states that the solution must support, not replace, cleaning, drainage, maintenance and ventilation.
Avoid broad requirements such as "eliminate all odours" or "improve wellbeing" unless a measurable definition and suitable evidence are available. Ask suppliers to explain exactly what their product does and how the buyer will review it.
1. Define The Estate And Room Context
Provide enough information for a realistic proposal:
- number and type of washrooms
- room dimensions or assessment access
- operating hours
- ordinary and peak demand
- existing cleaning and maintenance arrangements
- known drainage, damp or ventilation issues
- accessible, clinical, education, food-adjacent or other special settings
- fragrance policy
- power, mounting and service-access constraints
- reporting needs
Do not ask every bidder to assume that all rooms need the same configuration.
2. Preserve The Control Hierarchy
The requirement should make source responsibilities explicit:
- Inspect and classify the odour.
- Correct cleaning and accessible contamination.
- Repair drainage, plumbing, seals, surfaces and damp.
- Verify ventilation operation.
- Review waste and consumables.
- Assess residual room-air odour.
- Select the aircare and fragrance route.
HSE and CIBSE guidance reinforces the baseline of suitable, clean and ventilated workplace facilities.
The commercial systems buyer guide can support the initial option review.
3. Specify The Mechanism, Not A Vague Label
Ask bidders to state whether the proposed product:
- adds fragrance
- adsorbs gaseous compounds
- filters particles
- uses ionisation, plasma, ultraviolet or photocatalytic treatment
- intentionally or incidentally produces ozone
- combines several mechanisms
Request the airflow path, filter media, active-media quantity, operating settings and placement method. A product name such as "purifier", "deodoriser" or "freshener" is not a technical description.
The air purifier versus air freshener guide explains the terminology.
EcoBreeze can be evaluated transparently against this requirement. Every route uses an electrostatic mesh prefilter for larger airborne particles before activated-carbon media treats suitable gaseous odour compounds. EcoBreeze can then add controlled fragrance, EcoBreeze Pure provides the no-added-fragrance route, and EcoBreeze Smart adds connected device and service visibility. Describing those functions separately lets a buyer specify the EcoBreeze solution that fits each room without turning the brand name into the technical specification.
4. Set Evidence Requirements Before Claims
For every material performance statement, request:
- the exact claim
- test organisation and method
- test article and configuration
- target substance or odour
- conditions and duration
- measured result
- limitations
- relevance to the proposed room
Distinguish material, component, complete-device, laboratory and field evidence. Do not allow a supplier to present a filter-material result as proof of every complete unit in every room.
If a numerical result is included, require the approved report and reproduce its conditions accurately. Avoid unsupported claims about health, allergy, infection, compliance, complaints, cost, energy or environmental benefit.
5. Include Occupied-Space And Ozone Information
Require bidders to identify all active treatment technologies and provide an occupied-space assessment. The US EPA advises against ozone generators in occupied spaces and notes that ozone at concentrations within public-health standards is generally ineffective for controlling indoor air pollution.
An ozone statement should not be used as a substitute for electrical, fire, chemical or installation information relevant to the product and site.
6. Define The Fragrance Route
State which of these applies:
- no added fragrance
- controlled fragrance selected by the buyer
- mixed estate with designated no-added-fragrance rooms
Ask how fragrance is delivered, adjusted, serviced and separated from odour treatment. A fragrance choice should not be described as proof of odour removal.
For sensitive settings, use the fragrance-free buyer guide.
7. Make Service And End Of Life Visible
Specify:
- installation and placement record
- inspection and service interval
- filter and consumable replacement
- fault response
- parts availability
- cleaning restrictions
- training and documentation
- removal, recycling or disposal route
- continuity when a unit is unavailable
Ask who owns each action and what evidence the buyer receives. A filter with finite capacity needs a credible replacement process.
8. Keep Digital Evidence Proportionate
Where connected equipment or service tags are proposed, define:
- business purpose
- required events and fields
- user roles and access
- exception workflow
- retention and export
- system availability and support
- information-security responsibilities
- privacy and worker-monitoring assessment
A timestamp is evidence of an interaction, not automatic proof of cleaning quality. The cleaning attendance and quality guide sets out the distinction.
9. Agree An Acceptance And Review Method
Before installation, establish the baseline rooms, known defects, operating period and review criteria. Consider:
- installation and configuration match
- closed source and maintenance actions
- service and fault records
- structured room observations
- recurring exception pattern
- user feedback interpreted with context
- documented changes during the review
The review should answer whether the solution performs its specified role in the selected setting. It should not be expanded into unrelated outcomes that were not measured.
10. Use Proportionate Contract Governance
GOV.UK contract-management principles recommend governance and performance measures proportionate to contract size and risk, with a focus on outcomes. The washroom requirement should identify meaningful measures rather than create a large report with no decision owner.
Where EcoBreeze Fits
EcoBreeze is the filtration-first route with controlled fragrance, EcoBreeze Pure is the no-added-fragrance route and EcoBreeze Smart adds connected device and service visibility.
Each should be assessed against the same mechanism, evidence, service, placement and claims requirements as any alternative. Site-specific proposal documents should preserve all cleaning, maintenance, ventilation and compliance boundaries.
